EN71 vs ASTM F963 vs CPSIA: What Your Supplier Must Provide
The difference between European and US toy safety requirements, which reports to ask for, and what a report actually covers.
EN71 is the European toy safety standard, in three main parts: mechanical and physical properties (EN71-1), flammability (EN71-2) and migration of certain elements (EN71-3). ASTM F963 is the US toy safety standard. CPSIA is the US regulation covering children's products, including lead content and phthalates.
A test report is per model and per standard. A supplier who says 'we are EN71 certified' is usually saying a report exists for some models — ask for the report that matches the model you are buying.
For the EU, you also need CE marking and a technical file. For the US, CPSIA requires a Children's Product Certificate. The paperwork is the buyer's responsibility in most cases, but the test reports come from the supplier.
Our practice: tell us the destination market at quotation, and we confirm which report is available per model before you order. Where no report exists, the model is not suitable for that market.
